This verse comes from a roster of officials King David appointed over the tribes of Israel, part of the Chronicler's portrait of David's well ordered kingdom. Hoshea son of Azaziah governed the tribe of Ephraim, the large northern tribe descended from Joseph, while Joel son of Pedaiah oversaw one of the two half tribes of Manasseh, the other half being listed separately in the next verse.
