In my judgment, however, she is happier if she remains as she is. And I think that I too have the Spirit of God.

Paul is answering questions the Corinthian church sent him about marriage and singleness, and in verse 40 he returns to widows. Having just said a widow is free to remarry a believer, he adds his own judgment that she is happier remaining unmarried.
