Solomon has just made his treaty with Hiram of Tyre, and the building of the temple now requires workers as well as timber. This verse reports that he raised a levy of thirty thousand men from all Israel, and the next verse explains the arrangement: ten thousand at a time in Lebanon, one month on and two months at home.
