Ahaziah, king of Israel, had fallen through the lattice of his upper room and sent messengers to ask Baal-zebub, the god of Ekron, whether he would recover. In verse 5 they come back without ever reaching Ekron, and the king's surprised question shows he expected a long journey and an answer from the foreign god.
