After the Jerusalem council settled that Gentiles are saved by grace rather than by circumcision, the apostles and elders sent Judas and Silas with Paul and Barnabas to carry the decision to Antioch. Verse 30 shows the delegation arriving and gathering the whole congregation, not only its leaders, to hear the letter read aloud.
