Peter is quoting the prophet Joel to the crowd in Jerusalem at Pentecost, explaining the outpouring of the Spirit and the tongues they have just heard. In Joel the line comes at the climax of a warning about the Day of the Lord, and it names a way of escape open to anyone, not only to Israel.
