Paul has just been struck on the mouth by order of the high priest Ananias, and he responded sharply, calling him a whitewashed wall. When bystanders object that he has insulted God's high priest, Paul answers with this verse, quoting Exodus 22:28, which forbids cursing a ruler of the people.
