Stephen, on trial before the Sanhedrin, is retelling Israel's history to show that God has never been confined to one place or building. Quoting Isaiah 66:1, he pictures heaven as God's throne and the earth as the footstool beneath it, then asks what kind of house anyone could build to contain the One who made all things.
