And the ten horns are ten kings who will rise from this kingdom. After them another king, different from the earlier ones, will rise and subdue three kings.

Daniel has asked an angel to explain the fourth beast of his night vision, and here the angel identifies the ten horns as ten kings who will rise from that fourth kingdom. The little horn of verse 8 is a further king, "different from the earlier ones," who subdues three of the ten.
