Moses is speaking to Israel on the plains of Moab, just before they cross the Jordan. He arranges the tribes for a covenant ceremony: six stand on Mount Gerizim to pronounce blessing, and these six, Reuben, Gad, Asher, Zebulun, Dan and Naphtali, stand on Mount Ebal to pronounce the curse.
