Then the LORD appeared at the tent in a pillar of cloud, and the cloud stood over the entrance to the tent.

Moses and Joshua have come to the Tent of Meeting because the LORD has summoned them to commission Joshua as Moses' successor before Moses dies. The pillar of cloud is the visible sign of God's presence that has guided Israel since the exodus, and here it stands at the entrance as the LORD speaks.
