Outside, the sword will take their children, and inside, terror will strike the young man and the young woman, the infant and the gray-haired man.

Moses speaks this line in the song God gave him for Israel (verses 19 to 25 record the LORD's own words of judgment). The setting is covenant lawsuit: Israel, called Jeshurun in verse 15, grew fat and abandoned the God who made them, so the curses of the covenant fall.
