Explanation preview
Moses has just set apart three cities of refuge east of the Jordan, and this verse names them: Bezer on the plateau in Reubenite territory, Ramoth in Gilead among the Gadites, and Golan in Bashan for the Manassites. These cities protected someone who killed a neighbor unintentionally, without prior malice, from the avenger of blood, as verses 41 and 42 explain.
