The LORD is instructing Moses on Mount Sinai about the mercy seat, the gold cover of the ark. Verses 17 and 18 call for pure gold and two cherubim at either end, and verse 19 adds that both figures and the seat are hammered from one piece, not fitted together from separate parts.
