You are never to use this formula to make incense for yourselves; you shall regard it as holy to the LORD.

The LORD is speaking to Moses on Mount Sinai, giving instructions for the tabernacle and its worship. Verses 34 to 36 describe a special incense, a blend of spices made by a perfumer, ground fine and placed before the Testimony in the Tent of Meeting where God meets with his people.
