And after this all the Israelites came near, and Moses commanded them to do everything that the LORD had told him on Mount Sinai.

After the golden calf shattered the first tablets, God renewed the covenant with Israel and Moses came down the mountain carrying the replacements. In verse 32 the leaders have already returned to Moses, and now the whole assembly draws near to hear what God commanded on Sinai.
