These instructions come near the end of the tabernacle setup, as God tells Moses how to prepare each piece of the sanctuary for service. The basin, or laver, stood between the Tent of Meeting and the altar of burnt offering, and it held the water priests used to wash their hands and feet before drawing near to God.
