Moses is speaking here only in the sense that he acts on God's command; the LORD has just told him how to arrange the tent (verses 1 to 8), and Moses carries it out exactly. The gold altar is the small altar of incense, set inside the Tent of Meeting just in front of the veil that screens the ark.
