These words come during the fourth plague, as God instructs Moses to confront Pharaoh at the Nile, where Pharaoh went each morning, perhaps for ritual washing or to inspect the water. The command repeats the demand that has run through the plagues: Israel must be released to worship, and the Hebrew verb for worship carries the sense of serving.
