You are also to measure out a sixth of a hin of water to drink, and you are to drink it at set times.

God is speaking to Ezekiel, commanding him to act out Jerusalem's coming siege. A sixth of a hin was a small daily ration of water, roughly a quart, so the prophet drinks sparingly at fixed times to dramatize the scarcity and terror inside a besieged city.
