Paul closes his letter to the Galatians by pronouncing peace and mercy on those who "walk by this rule," that is, the rule just stated in verse 15: neither circumcision nor uncircumcision counts for anything, but a new creation does. The "Israel of God" is best read as those who live by this gospel, whether Jewish or Gentile believers in Christ.
