So Hamor and his son Shechem went to the gate of their city and addressed the men of their city:

Hamor and Shechem have just agreed to Jacob's sons' condition of circumcision so that Shechem may marry Dinah, whom he had violated. The city gate was the place where legal and civic business was conducted in the ancient Near East, so the two men go there to put the proposal before the men of their town.
