Haggai is speaking to Zerubbabel the governor, Joshua the high priest and the returned remnant in Jerusalem, a people who had come back from exile and were rebuilding a modest temple. Here God tells the prophet to put a question to the priests, whose duty was to give rulings on matters of ritual law.
