In Hosea 2 the prophet speaks for God to Israel, pictured as an unfaithful wife who chased after Baal and the gifts she thought her lovers gave her. Verses 19 and 20 form a promise: God will betroth her to himself forever, in righteousness, justice, loving devotion, compassion and faithfulness.
