Isaiah has just described a coming day when the deaf hear the words of the scroll, the blind see, and the humble rejoice in the LORD (verses 18 to 19). This closing verse names two more groups who will be changed: the wayward in spirit, whose minds have wandered from God, and those who grumble, who have complained against His dealings with them.
