Lambs will graze as in their own pastures, and strangers will feed in the ruins of the wealthy.

Isaiah has just pronounced judgment on Judah's wealthy landowners, who hoarded houses and fields while the poor were left with nothing. In verse 17 the sentence turns: the rich will be carried off into exile, and their abandoned estates will become pasture.
