The LORD of Hosts, who planted you, has decreed disaster against you on account of the evil that the house of Israel and the house of Judah have brought upon themselves, provoking Me to anger by burning incense to Baal.”

Jeremiah is speaking to Judah and Jerusalem on the LORD's behalf, and the verse closes a section that began with a command to hear the words of the covenant. Israel is pictured as a plant the LORD himself set in place, an image picked up from verse 16, where Judah was called a flourishing olive tree.
