The LORD speaks to Jeremiah after commanding him to proclaim the covenant to Judah and Jerusalem. The Hebrew word qesher means a conspiracy or treasonable alliance, and here it names more than private sin: the people have collectively broken the covenant and turned to other gods, as the next verse explains.
