Explanation preview
Jeremiah is speaking to Pashhur, the chief official of the temple who had him beaten and put in the stocks for prophesying Jerusalem's fall. In verse 3 Jeremiah renames him Magor-missabib, meaning terror on every side, and here he delivers the sentence that follows: Pashhur, his household and the friends to whom he prophesied lies will be carried to Babylon, where they will die and be buried.
