Thanksgiving will proceed from them, a sound of celebration. I will multiply them, and they will not be decreased; I will honor them, and they will not be belittled.

The LORD is speaking through Jeremiah to a people already scattered in exile, and verse 19 sits inside a promise to rebuild Jacob's tents and repopulate Zion's ruins.
