But if you say, ‘We will not stay in this land,’ and you thus disobey the voice of the LORD your God,

Jeremiah has just relayed God's promise through the prophet: if the remnant of Judah stays in the land, God will build them up and deliver them from the king of Babylon. In verse 13 the LORD names the alternative, not yet as a command but as a condition.
