The LORD speaks through Jeremiah to the people of Judah, and verse 15 closes a charge begun in verse 13: from prophet to priest, all practice deceit and dress the people's wound lightly, crying "Peace, peace" when there is no peace. Their shamelessness is the climax of that indictment.
