Jesus is speaking to Nicodemus, a Pharisee and member of the Jewish ruling council who came to him at night to ask about his teaching. Nicodemus has just asked how a person can be born again, and Jesus explains that this new birth is the work of the Spirit, not something a person controls or predicts.
