Jonah 1:7 meaning and explanation
“Come!” said the sailors to one another. “Let us cast lots to find out who is responsible for this calamity that is upon us.” So they cast lots, and the lot fell on Jonah.

The sailors are pagan seamen caught in a storm they cannot explain, and casting lots was a common ancient way of seeking a divine verdict. In Israel's Scriptures the practice appears where the LORD is asked to reveal a hidden answer, as with Saul and David.
