Joshua 15 lists the towns assigned to the clans of Judah, and verse 38 falls within the group of cities in the foothills, the lowland between the hill country and the coastal plain. Dilan, Mizpeh and Joktheel are simply three of those towns, named so the tribe would know its inheritance and so later generations could trace it.
