The LORD is speaking to Moses and Aaron, who are to pass these food laws to the Israelites freshly out of Egypt. Verses 13 to 19 list birds that must not be eaten, and verse 15 names the raven, Hebrew oreb, with the phrase any kind of raven, which widens the ban to the whole crow family rather than one species.
