When anyone develops a skin disease, he must be brought to the priest.

The LORD is still instructing Moses and Aaron, and this verse begins a new case in the long list of skin conditions the priests must judge. After the earlier rules for a fresh swelling or rash, verse 9 turns to a disease that has clearly developed, and the person is brought to the priest rather than coming on his own initiative.
