You must not eat anything with blood still in it. You must not practice divination or sorcery.

The LORD is speaking to Moses for the whole congregation of Israel, gathered at Sinai, as part of the holiness code that applies the Ten Commandments to daily life. Eating meat with the blood still in it was already forbidden because blood represents life, which belongs to God and is reserved for atonement.
