And you shall count off seven Sabbaths of years—seven times seven years—so that the seven Sabbaths of years amount to forty-nine years.

God is speaking to Moses on Mount Sinai, giving Israel the law for the land they are about to enter. The seventh year was already a Sabbath rest for the land, when fields lay fallow (verses 2 to 5).
