Moses is speaking to Aaron and his sons at the entrance to the Tent of Meeting, where the whole congregation has gathered for their ordination. The rites just completed, the washing, the clothing, the anointing, the sin offering and the ordination ram with blood on ear, thumb and toe, were not Moses' own invention.
