While the people were listening to this, Jesus proceeded to tell them a parable, because He was near Jerusalem and they thought the kingdom of God would appear imminently.

Jesus has just said that salvation came to Zacchaeus's house, and the crowd is listening as He nears Jerusalem for the last time. Luke explains why Jesus tells the next parable: the people assumed God's kingdom would appear at once, perhaps as a political deliverance centered on the holy city.
