And when they returned from the tomb, they reported all these things to the Eleven and to all the others.

The women who had come to the tomb at dawn had just heard two radiant men announce that Jesus had risen and remind them of his own prediction of suffering and resurrection. Having remembered his words, they go back and report everything to the Eleven and to the wider circle of disciples gathered with them.
