The disciples ask this question while Jesus is teaching in Capernaum, shortly after they had argued among themselves about who was the greatest. Matthew links the scene to that moment with the phrase "at that time." Their question assumes the kingdom is a hierarchy to be climbed, and they want to know their rank.
