Matthew is narrating the aftermath of Herod's slaughter of the boys in Bethlehem. Having described the atrocity in verse 16, he quotes Jeremiah 31:15, where Rachel, the ancestral mother of Israel, is pictured weeping at Ramah as her children are carried into exile.
