Micah is speaking in Jerusalem in the eighth century BC, and here he turns again to the leaders of Jacob and Israel, the rulers charged with governing God's people. The verse names their sin plainly: they despise justice and twist everything that is right, so that the courts and decisions meant to protect the vulnerable serve the powerful instead.
