After the returned exiles heard the Book of Moses read aloud, they acted on the command in Deuteronomy 23 that excluded Ammonites and Moabites from the assembly, recalling how those peoples had hired Balaam to curse Israel. Nehemiah, now back in Jerusalem after reporting to King Artaxerxes, is narrating.
