Please restore to them immediately their fields, vineyards, olive groves, and houses, along with the percentage of the money, grain, new wine, and oil that you have been assessing them.”

Nehemiah is speaking to the nobles and officials of Judah while the wall is being rebuilt and a famine presses on ordinary families. Wealthy Jews had lent grain and money at interest and taken fields, vineyards, olive groves and houses as security, so some children were already enslaved.
