The LORD is speaking to Moses and Aaron after Israel, camped at Kadesh, refused to enter Canaan on the spies' report and spoke of choosing a leader to return to Egypt. In verse 30 he pronounces sentence: the generation counted in the census, twenty and older, will die in the wilderness.
