Moses is speaking to Korah and the 250 leaders who challenged his and Aaron's authority, claiming the whole congregation was holy. The test Moses sets is a contest of incense: each man brings a censer, the shallow bowl used for burning incense, and stands before the LORD at the Tent of Meeting.
