Therefore say to the Levites, ‘When you have presented the best part, it will be reckoned to you as the produce of the threshing floor or winepress.

The LORD is speaking to Moses, who is to relay these instructions to the Levites. The Levites received the tithes of Israel as their inheritance, but they too had to give a tenth of what they received to the priests, and this verse says that once they have set apart the best part, the remainder is treated like ordinary produce from the threshing floor or winepress.
